NOC COG – Area 19 is a non-profit entity formed under the auspices of the Boards of County Commissioners of Geauga, Ashtabula, and Portage Counties to administer the Workforce Innovation Program for the three county area. Northeast Ohio Consortium Council of Governments (NOC COG) – Area 19 is directed by the 33 member Workforce Development Board in partnership with the County Commissioners of the three counties. NOC COG – Area 19 serves as both the Fiscal and Administrative Entities for the WIOA Federal Program. The NOC COG – Area 19 is an affiliated partner of the OhioMeansJobs workforce development network.                         


Regional and Local Plans – In accordance with the requirements of the Workforce Innovation Opportunity Act of 2014 (WIOA), which is administered by the U.S. Department of Labor’s Employment and Training Administration and the State of Ohio’s Department of Job and Family Services, the Northeast Ohio Workforce (NOW) Regional and Local Plans for each of NOW’s five local workforce are available for public comment.

A copy of the NOW Regional Plan and NOW’s Local Area Plans have been posted online at on behalf of the NOW.  Public comments will be collected until Sunday, March 19, 2017 at 11:59 PM.  Comments are collected through the website comments page found at  Upon acceptance, the plan will be in effect for 4 years: from 2017-2021.
